Dan Elsass - Interim Village Administrator
Dan Elsass was appointed interim Village Administrator of the Village of Bellevue in November of 2012. He has over 14 years experience as a professional municipal and county administrator, serving as the city administrator for Fitchburg, Baraboo, and Chippewa Falls, and as the assistant to the administrator in Rock County Wisconsin. Elsass also taught local elected and appointed officials through the University of Wisconsin-Extension Local Government Center and UW-Continuing Studies. Additional work includes training newly elected officials in budget and finance for both the Wisconsin League of Municipalities and Wisconsin Counties Association.
Mr. Elsass has experience in collective bargaining, union contract administration, personnel management, and finance and is available for interim city administrator work. Elsass served 12 years on the WI State Auditor''s Local Government Best Practices Commission and in 2003 he researched and wrote Merger of City-Village-County Services: Best Practices.
The Village Administrator is the Village's Chief Administrative Officer and is responsible for the implementation of the Village Board's policies and priorities.
This is accomplished by coordinating the official business of the Village Board and by providing leadership and direction to the entire organization. Other duties of the Village Administrator include the following:
- Preparing the annual budget
- Attending Village Board meetings
- Recommending policies or programs to the Village Board
- Keeping the Village Board fully advised on financial and other conditions of the Village
- Supplying the Village Board with information to aid decision making
