COVID-19 Update


The Wisconsin Department of Health Services Emergency Order #12 (Safer At Home Order) requires each government body to determine essential government functions and identify employees and contractors necessary to the performance of those functions.   This document serves as the Village of Bellevue’s identification of essential government functions, identification of employees and contractors necessary to perform these functions, and the Village’s strategy for carrying out the functions within the requirements of the order. 

APPLICABLE PROHIBITIONS

All public and private gatherings of any number of people that are not part of a single household or living unit are prohibited, except for the limited purposes expressly permitted in this Order. Due to the limitation restricting the public from attending public meetings, the village will stream public meetings.  We do not have the capability of holding public meetings entirely remote.  Therefore, meetings of governing bodies will require physical presence of members.  Public access of meetings will be available through internet streaming on Facebook and YouTube.  WiscNet is donating internet capacity to work and school from home effort, therefore public internet access is available to the public.  Streaming of public meetings is expected by March 30, 2020. 

Places of public amusement and activity. Whether indoors or outdoors, including but not limited to amusement parks, carnivals, water parks, licensed public or private swimming pools, splash pads, aquariums, zoos, museums, arcades, fairs, children's play centers, playgrounds, funplexes, theme parks, bowling alleys, movie and other theaters, concert and music halls, country clubs, social clubs, and gyms and fitness centers.  Village playgrounds and restrooms will be closed. 

APPLICABLE DIRECTIVES

Essential travel:  staff conducting essential business / essential government function are prohibited from non-essential travel and must comply with social distancing requirements (6’ between people).

Conducting of business:  All businesses, including Essential Businesses and Operations, shall, to the greatest extent possible, use technology to avoid meeting in person, including virtual meetings, teleconference, and remote work (i.e., work from home).

  • All essential operations will be conducted remotely to the extent possible
  • All activities not deemed essential will be either postponed or conducted remotely.

ESSENTIAL BUSINESS that require Village of Bellevue services:

All essential business and the general public require fire protection, emergency medical services (EMS), and law enforcement services. 

Critical Trades:  building and construction tradesmen and tradeswomen, and other trades including but not limited to plumbers, electricians, carpenters, cleaning staff for governmental properties, forestry and arborists.  Community development and village forester operations and services will continue to serve essential business, protect village property, and minimize public safety risk.  To the extent possible, staff will conduct work remotely. 

MINIMUM BASIC OPERATIONS

Minimum necessary activities to maintain the condition of equipment, ensure security, and process payroll and employee benefits.  Public Works, Buildings and Grounds, and Fire Department operations to maintain the value and condition of Village assets (i.e. routine maintenance and repairs), bi-weekly processing of payroll, and employee benefit administration will continue on-site if necessary, but at the minimum level necessary and remotely whenever possible. 

Minimum necessary activities to facilitate employees to work remotely:  Information technology staff will conduct necessary on-site activities to facilitate remote work capabilities; all other IT related work will be conducted remotely.  

To the extent practicable, essential government employees and contractors will maximize social distancing and other actions to reduce the spread of COVID-19 and ensure continuity of operations.  The following methods shall be used to the greatest extent:

  • Work from home
  • Modified in-person work schedule

VILLAGE OF BELEVUE ESSENTIAL GOVERNMENT FUNCTIONS AND EMPLOYEES AND CONTRACTORS NECESSARY TO THE PERFORMANCE OF ESSENTIAL GOVERNMENT FUNCTIONS.  Functions that are essential to the operation of public services and/or are provide support to identified essential businesses.  These functions are the only functions that will be conducted on-site when necessary.  To the extent practicable, these functions will be conducted remotely.  All other village operations may continue remotely only. 

  • Law enforcement response: Contracted, Brown County Sheriff Office
  • Fire protection: Fire chief, fire fighters, mutual aid
  • Emergency Medical Services (EMS): contracted County Rescue
  • Election operations (voting and ballot processing for April 7 election): Clerk, deputy clerk, assistant to the administrator, administrative assistants, poll workers, election inspectors
  • Information Technology to support essential functions and facilitate work from home: IT manager
  • Facility operations that support essential functions and protect village facility security and to maintain the conditions of village assets: Director of parks, recreation, and forestry; building maintainer
  • Public works operations to maintain condition of village assets: Public works director, operations manager, utility manager, public works laborer
  • Payroll: Accountant, Treasurer
  • Employee benefit administration: Administrator, assistant to the administrator
  • Support to critical businesses: community development director, planner, building inspectors, village forester
  • Sanitation services: Contracted, Waste Management (solid waste) and NEW water (sanitary waste)
  • Water services: Contracted, Central Brown County Water Authority
  • Financial services:  Treasurer, deputy treasurer, accountant
