Community Development Department Staff


   

Andrew J. Vissers, Community Development Director

Andrew graduated with a Bachelor of Arts Degree in Urban/Cultural Geography and a Certificate in Urban Planning from the University of Wisconsin-Milwaukee in 2000.

Prior to joining the Village of Bellevue in 2008, Andrew worked as a Planner for the City of McKinney, TX and most recently as the Planner II - Zoning Specialist for the City of Green Bay, WI.  In 2005, Andrew was elected to serve a term as the Professional Development Officer of the North Central Texas Section of the American Planning Association.  Andrew also interned with the Sheboygan County Planning Department and the Village of Menomonee Falls Community Development Department while attending college.

The Community Development Director is responsible for coordination of the Village's development process, planning program, and zoning code implementation.  The Community Development Director also directs the Village's economic development program.  Responsibilities include coordination of the development process between government and private sector interests, acting as the primary contact for commercial, industrial and redevelopment projects, development of comprehensive planning and land use for the Village, neighborhood and business district planning and properly maintaining the zoning code.

    
   

Al Schultz, Zoning Administrator

Starting in 1991 as the Village's first full time Building Inspector, Al brought 27 years of residential, commercial and industrial construction experience, including 8 years as a business owner to the Village.

In his current administrative role as Zoning Administrator, Al supports the Zoning Board of Appeals, Site Plan Review Committee and Plan Commission involving the administration of the Zoning Ordinance, assisting developers and business owners seeking Village approval for development and redevelopment and oversight of on-site stormwater management design and installation.

    
   

Bob Pockl, Building Inspector

Bob Pockl has been a Building Inspector for the Village of Bellevue since August, 2000. He is credentialed in commercial building inspection, commercial plumbing inspection, and residential construction, plumbing, HVAC and electrical inspection. He is responsible for enforcing local and state ordinances, responding to inquiries from residents, contractors, and architects and engineers, conducting commercial and residential building inspections, and commercial and residential permit issuance.

    
   

Barb Kopperud, Building Inspector

Barb has been with the Village of Bellevue since April of 2000.  Prior to working for the Village, Ms. Kopperud was the Building Inspector and Zoning Administrator for the Village of Allouez and the City of Sparta (Monroe County).

Ms. Kopperud received her Associate Degree in Architectural/Commercial Design from Wisconsin Indianhead Technical College in Rice Lake, WI.
